This week, WFM leaders are being examined by customers to see whether their data, governance, manager capability, and service design is sufficient enough to deploy automation without creating new friction for employees or customers.
Earlier, I spoke with Will Guillaume Foussier, CEO and Co-Founder of AceUp, about why middle managers will be central to that transition.
“AI does not lead change; people lead change.”
As agentic systems take on more of the transactional work, managers must be ready to translate strategy into daily behaviors.
This requires them to identify where teams need support and to protect the moments when judgment, coaching, empathy, and accountability matter most.
Secondly, HR Technology Conference 2026 in Las Vegas took place last week, revealing that the market is now learning to read the workforce data it already owns and act on it through connected systems and governed agents.
These top event stories below reveal that organizations are moving towards connected, governed systems that can turn workforce data into action, keeping managers accountable for human judgment tasks.
Oracle Takes Workforce Decisions From Insight to Governed Action
Oracle introduced Claw-powered Fusion Agentic Applications for HR, built on its Fusion Claw governed execution runtime.
Announced at the HR Technology Conference on Wednesday, these applications suggest that competition is moving further toward systems capable of coordinating increasingly complex decisions.
It is designed to reason across enterprise data, carry out complex multi-step work, continuously re-plan as circumstances change, and prepare or execute actions within organizational controls and human approval processes.
Lew Thompson, SVP, Applications Development at Oracle, reveals how this announcement will allow organizations to coordinated complex workforce processes under defined governance.
“Business and HR leaders need a complete view of their workforce to make faster, more confident decisions about skills, staffing, labor costs, and employee experience, but business is moving too quickly for them to connect, assess, and take all the actions on their own.”
The first HR use cases span workforce planning, recruiting, compensation, and payroll.
-
Workforce Orchestration evaluates development, redeployment, hiring, and contingent labor options against demand, cost, and continuity needs.
-
Positions Command Center connects position, employee, recruiting, cost, and approval data to flag downstream risks.
-
Payroll Command Center analyses timecards, imports, retroactive changes, employee data, and historical patterns to identify potential payroll issues before they affect a run.
This active planning layer connects workforce supply and demand with the actions required to resolve a gap.
For WFM leaders, this could improve planning speed and reduce the manual coordination that often leaves managers reacting too late.
However, to avoid decisions that negatively affect employee roles, pay, schedules, and progression, leaders need transparent decision-making logic, robust data quality checks, and clear approval boundaries.
For example, a customer recommendation can be automated, but accountability for its human and service impact cannot.
As organizations adopt Fusion Agentic Applications, true value will lie in how these systems help leaders make faster decisions while preserving explainability, fairness, and manager control.
ServiceNow Makes Employee-Led Automation a WFM Issue
ServiceNow announced its new EmployeeWorks capabilities at the event, enabling employees to create and use role-specific AI assistants and background automations without coding.
As agent creation moves closer to employees, the stakes for stronger governance, workflow design, and middle-management oversight rise.
Jacqui Canney, chief people and AI enablement officer at ServiceNow, said the platform is designed to translate AI ambition into practical, governed workflows.
“AI’s real promise is to close the gap between intention and action,” he said.
“ServiceNow EmployeeWorks enables employees to spend less time on coordination and more time solving customer problems that require human judgment.”
These new enhancements will ensure the integration of governed AI agents that automate routine work while preserving human judgment for complex moments.
